Plastic Insulating Cover are rigid covers (aka Orange Plastic Conductor Covers) that are installed on electric conductors to provide insulation for lineman and equipment during live line utility work. The design of the covers allows them to be connected together in long chain to provide long insulation on the conductors as shown in the photo below.
